G Ces has devoted a full generation to the cause of Rotary and yet, for the 38 years he has served Rotary International in various capacities, nobody is saying he has given his all.

PDG Ces became a Paul Harris Fellow in 1977, but that was just the beginning of his deep commitment to the Rotary Foundation.  He would become a Multiple Paul Harris Fellow with one club stone in 1982, two blue stones in 1996 and honored with his 3rd blue stone by the Rotary Club of Central Tarlac in 1997 when he became its Honorary Member.  In 1995, he became officially, a Benefactor of the Rotary Foundation.
  PDG Ces' dedication to the cause of the movement has not been lost on R.I.  Though good deeds have their own reward, the Rotary Foundation of Rotary International saw it fit to honor him, along with 92 others in the entire Rotary World with the citation for Meritorious Service in 1988-1989.  The distinction was surpassed by the Distinguished Service Award which, in 1994-995, the Rotary Foundation bestowed on him along with 48 other Rotarians in the world.  He is the only past district governor in District 3790 to have been honored with these two awards so far.

A recipient of the highest award from Rotary International, the Service Above Self Award, PDG Ces has recently added another feather to his cap.  The Philippine College of Rotary Governors awarded him the Serving Beyond Our Year Award last September 23, 1999 during the Induction Ceremonies and Awards Night at the Manila Hotel.  And on November 23, 1999 he was awarded the Lifetime Achievement Award by his own Club, the Rotary Club of San Fernando (LU), Inc. during its 40th (Ruby) charter anniversary.  PDG Ces was District Governor of District 379 in 1987-1988.  In this capacity, PDG Ces was adjudged as the second top performer among all the District Governors in the entire region.  He served as Representative of the District in the Council on Legislation of R.I. in Caracas, Venezuela in June 1995.  He is on the last year of his 3rd three-year term as District Chairman on Rotary Foundation.


PDG Ces is a civil engineer ( Mapua Institute of Technology, which made him a Fellow thereat ), married to Ann Min, another civil engineer. 
They are the parents of thousands of needy children who have benefited from their selfless devotion to the cause of Rotary.
