Albert claimed that he had a gracious start. He was Rotarized by no less than the guru, PDG Ces Mendoza, and PP Andy Astom. Fortunately he came in when glamour was at its best in the clique, and thanks to the boy-next door PP Rey Bonifacio's term that negated his previous intuition that Rotary was all labor. As anyone else, his initial participation was acquiescent until he got immersed slowly in 1997 when he was elected president. There was reservation, but it was perilous to quit. It was at the time of his equally vibrant predecessor, and good friend PP Ferdinand Fernandez that he participated actively and immensely sizzled in deed. He studied the moves and learned, till he exploded in performance to meet the challenges in his course of time. In our district, Albert created a modernistic Rotary, and vis-à-vis Rotary gave a different hue to Albert Dy in the society.
This chinky-eyed fellow is not just another descendant of Mao Tse Tung. He comes from an affluent family who owns and runs numerous business establishments in San Fernando, La Union. No doubt that he exudes an aura that is bossy, snooty and dicty. He is the 3rd of the 5 siblings, whose favorite color is "rotary" blue. Satiety is ever keyed up by Chinese cold cuts, and his auditory senses are best stimulated by the music of the Corrs, Sharon Cuneta and Teresa Teng. From grade school to high school at La Union Cultural Institute he was an average student inside the classroom but did well in his school activities be it onstage or off, including singing and dancing. He completed a course in Engineering Technology at the DLSU, Taft. Though his present job as President and General Manager of Mikka Hotel has nothing to do with his costly course he never resented having taken it up. He loves playing golf in as much as he can, compelling his lovely wife for 8 years, former Nancy Pua Phee, to think that he loves golf more than he does love her and his two children. That was Nancy's perception before he assumed the presidency. Obviously it skewed his time more relegating golf, and his family on one side. Except for the valuable time that he can't give much for now to his family, Nancy has otherwise kind words for Albert especially for being perpetually patient to his kids - Sharmaine Mikaela and Aaron Michael; and even to his subordinates. However, the constantly endearing Nancy would cherish more a home and a family more than his husband's accomplishments in Rotary. How she hoped that nothing as tedious would ever come their way again, as a family, after his period is over as president. The Rotary International's theme in his term was "Act with Consistency, Credibility, Continuity". Those words were tough, and spoke so much in want. He was afraid that he might fall short of everyone's expectations being a son of PP Aldy Dy who did splendidly well during his time. All eyes were focused on him, and he literally went through a microscopic scrutiny on a daybook task. As months went on, projects were mounted one after the other,

This seminar served as an eye-opener to job seekers on the requirements and qualities needed in seeking a job. Conducted an On-the-Spot Essay Writing Contest on the 4-Way Test with participants coming from schools with sponsored Rotaract and Interact Clubs with a cash prize and a Certificate of Appreciation. Were given out. Awarded the following vocations: Most Outstanding Policeman, Most Outstanding Traffic Aide, Most Outstanding Social Worker and Most Outstanding Tricycle Driver Sponsored three (3) scholars at the National College of Technology with the following courses: Radio Communication Technology and Computer Technology; eleven (11) scholars under the Rotary PDG Rudy Nisce Foundation, Inc. enrolled at Don Mariano Marcos Memorial State University on the following courses: Doctor of Veterinary Medicine, B.S. In Environmental Science and B. S. Agribusiness Management .Mega Trade and Job Fair was conducted on October 24-31, 1999 in coordination with the Inner Wheel Club of SFU, Phil. National Red Cross, Dept. of Trade and Industry and other government and private agencies. This project aims to give information regarding job vacancies to unemployed especially from San Fernando City and to help local producers market their products. The Rotaract Club of Union Christian College sold snacks and proceeds went to their club projects. Conducted Dengue information drive to Day Care Workers on May 24, 2000 . Conducted seminar on HIV/AIDS to Guest Relations Officer of Villa Estrella on May 29, 2000.
